Immediately following the decent into C#, Beethoven draws out the uncertainty as the harmony seems to falter and we are left to wonder where this will lead.  The cellos move up to D-natural as the rest of the orchestra searches for the tonic.  Ex.4, showing these uncertain harmonic shifts, is preceded by the two measures that comprise the move to C# (Ex.3).
