Before considering what happens next, let us discuss what should have happened; at least by Mozart's standards.  In an 18th century sonata allegro, the composer would now segue to the second subject by means of a transitional passage.  Customarily, a Mozart transition would consume 10-20 measures and be based on material already presented.  Beethoven's transition comprises 38 measures and introduces no less than two or three new motives (according the traditional analysis).

Ex. 9

The first of the new (transitional) motives is a group of descending figures each comprising 3 beats. Note that each group begins on the second beat so that once again, Beethoven has nudged the natural meter off center.  File this motive in the back of your mind for now, we will be considering it very shortly.
